There are a few ways to measure body fat percentage (some are much easier than others). The traditional more accurate way is by performing a skin fold test using body fat calipers. This can be a bit tricky at first but if this is your preferred method you can find a step by step tutorial on measuring body using calipers here.
An alternate method is using a body fat analyzer. Body fat analyzers use a method called Bioelectrical impedance analysis that sends a small electric current through the body to measure the bodies composition. Most modern bathroom scales come with a body fat analyzer but you can purchase handheld body fat analyzers as well.

How to measure you waist size?
Near your right side, press your fingers into your torso until you find the top curve of your pelvic bone (also known as the iliac crest) just below the rib cage. This spot is usually the same level as the bellybutton. Put the tape measure at the top of the hip bone and then circle it around your abdomen horizontally. Make sure not to suck in your gut. Also be sure not to have the measuring tap dig into your skin. It should fit tight but comfortable. Look at the point where the tape measure intersects the "0" around your waist.
If a tape measure is not readily available, try entering your jean size.
